If Jesus died paid the penalty for all people's sins, why are unbelievers punished: isn't that double jeopardy?

Does God understand what double jeopardy is? If Jesus paid the penalty due for the sins of every single person to ever live.....why does God punish unbelievers again for the crimes Jesus already paid for?
