I want to build a new yugioh card deck? Help Please?

I'm not sure if I should build a deck based on attributes or monster types? All i know is I don't want to build a blackwing deck. I was considering building a Toon deck, but a friend said they arent good. I need a deck that will be able to compete with the new cards. Or should i rather wait to see whats in the new Star Dust Overdrive boosters and new cards coming out?
