How many days do i have to report a car accident?

a guy rear ended me yesterday and it is not that bad at all, but it made damage to my phone (because of my drink, when he hit me it splashed all over my phone and bluetooth), and my back bumper is imprinted with the two screws from his license plate. he does not want me to call insurance but how many days do i have to report if i DO want to report?
