Can someone explain this guy to me PLEASE!!!?

We're both in college. Hes 19/20 im 18/19. Ok so he makes it really obvious that he likes me by staring at for as long as im in the same room, stalking you and having the biggest smile when they see you but they wantt you to be the one to make the first move!!!im super shy innocent girl lhow could i possibly get the ladyb*lls to do that! anyways we've been staring at each other for like 6 month now and he did try make a move twice but it never works out (we still haven't met)? so my goal is im going to make the first move and approach him the only problem is he's always with his bball friends! I really inexperienced with it comes to guys i went to an all girls high school so ive never had a boyfriend, been kissed or on a date less known approached a guy before and this guy i feel is my dream guy. I dont know how to really talk to a guy i like less know know how to approach them? When is it appropriate to approach him? What to do? I laugh when i get nervous oh dear! OH GODDESS what do i say?
