Can a Vaporized Comet's Kinetic Heat Radiate back to Space First?

Lets say a Big Ice Comet, or better yet, Several Big Ice Comets hit our atmosphere and dissipate and vaporize in the Mesosphere and they become water vapor and noctilucent clouds. They will have caused quite a bit of kinetic energy joules. Can that heat be radiated back into space before the new extraterrestrial water ever condenses to fall to the Earth's surface and add the head to the lower troposphere where we live.
